COVENANT DOMAINS

Laws of Detroit

I: Traditions

All Kindred within the Domain of Detroit shall abide by the following interpretations of our grand traditions. Failure to comply will result in summary judgment by the Prince.

  • A: Masquerade

Reveal not your true nature to those not of the blood. Doing so threatens the very existence of our kind. Failure to uphold the Masquerade constitutes a high crime against the Prince, his council and the city.

  • B: Progeny

Share your blood with a mortal only with an understanding of the dire and perilous potential consequences that may result. The sins of the son shall be the sins of the father until such time as the childe has been released from under his sire's accounting. Whilst under accounting, a Sire is fully within the law to reclaim his blood should his childe prove unworthy. Sire only at the discretion of your Prince. Failure to uphold the Traditions concerning Progeny constitutes a high crime against the City.

  • C: Amaranth

No Kindred shall partake of the hearts-blood of another, under any circumstance. Even the souls of individuals under Lex Talionis are sacrosanct. Commission of Amaranth constitutes a capital crime and will be punished by Final Death.

  • D: Domain

The Domain of Detroit is the sovereign property of the Prince of Detroit. Individuals within the domain of Detroit are subject to the laws of the Prince and the Prince’s Justice. Kindred of Detroit may be granted tenurial domain within the borders of Detroit. Kindred granted tenurial domain have the right to evict unwelcome parties at any time, for any reason. This right does not extend to the Prince, the Prince’s Herald, the Sheriff of Detroit or the Prince’s Hound. Kindred granted personal domain must still adhere to the laws governing the Traditions. Failure to comply will result in the appropriate punishment. Personal domain and the rights entitled with such a gift can be granted, altered or revoked at any time, for any reason, at the discretion of the Prince. All Kine of the Domain of Detroit are considered to be the property of the Prince. Explicit mistreatment of the kine without the Prince’s permission shall be considered a crime against the Prince.

  • E: Elysium

Elysium shall be declared by the Prince and its laws defined by him. Elysium shall be a sanctuary to all Kindred who submit to or accept the hospitality and protection of the Prince. The Call to Elysium shall be placed at least 48 hours in advance of the event, to give all wishing to attend ample opportunity to prepare to do so. Violence of any sort is not permitted within the grounds of Elysium. Failure to uphold this tradition constitutes a crime against the Prince and the Keeper of Elysium, as well as incurring the disfavor of the city and degrading the hospitality afforded the individual. It is the right of any Kindred to defend themselves against assaults within Elysium. Kindred who are criminals or are otherwise found wanting in the eyes of the Prince enjoy the protection and hospitality of Elysium at the mercy of the Prince, providing they submit to the Prince’s Justice. Kindred who are unrecognized enjoy the protection and hospitality of Elysium at the mercy of the Prince until such time as they are officially welcomed into the city and offered the Prince’s hospitality or acknowledgment. The grounds of Elysium belong to the Keeper of Elysium. Destruction or damaging of Elysium property is not permitted. Failure to comply constitutes a crime against the Keeper of Elysium and the city as a whole. Feeding from ordinary kine not provided by the domain, or bound in blood as ghouls, on Elysium grounds is prohibited. Violation of this law constitutes a crime against the Prince. Kindred and beings in their employ are prohibited from using abilities to cloak or mask their presence within the confines of Elysium. Violation of this law constitutes a crime against the Prince. A Kindred may not be forced to leave Elysium. However, any (non-Kindred) part of a Kindred’s personal retinue may be forced to leave by the Keeper of Elysium. A Kindred’s personal retinue may consist of no more than one other individual. Animals and other beasts are not allowed within the walls of Elysium. Personal weaponry is allowed, though Kindred should take care not to endanger the Masquerade with their choice of armaments. Weapons may not be concealed while in the presence of fellow Kindred. Violation of this principle shall result in appropriate punishment. The Sheriff, Hound, and Prince are exempt from this. No Ghoul may enter Elysium save by the Keeper of Elysium’s or the Prince’s permission.

II. Populace

Kindred who are standing members of the Domain of Detroit, thereby receiving the hospitality of the Court of Detroit and the Hospitality of the Prince, shall by known as Citizens. Kindred who are visiting Detroit with no desire, ability or leave to stay within the domain of Detroit shall be known as Guests.

  • A: Citizens

Kindred who are in good standing with the Prince of Detroit, who have received acknowledged status from the Prince of Detroit and who are not known as criminals within the domain of Detroit or under Lex Talionis in any other Domain are entitled to become Citizens of Detroit. Acknowledgment is a privilege granted by the Prince of Detroit, not a right endemic to being Kindred, and thus can be revoked at any time. Acknowledgment can only be revoked by the Prince. Acknowledgment will only be revoked for High Crimes against the city, a Citizen of good standing in Detroit or against the Prince. Acknowledged Kindred have the right to feed within the Prince’s Domain of Detroit, subject to the limits imposed by tenurial domains and areas restricted by the Prince.

  • B: Guests

Kindred who are not Citizens of the domain of Detroit are Guests by default. Guests wishing to become an official Citizen within the Domain of Detroit may address their request to the Prince via his Herald or Seneschal. Guests in the Domain of Detroit do not have the right to feed within the borders of Detroit unless the permission is expressly granted by the Prince. Guests hostelling in a hospitality house may have feeding grounds supplied to them based on the location of the hospitality house. Feeding outside the assigned grounds will be a violation of the Tradition of Domain and dealt with accordingly.

III. Court

  • A: The Prince

The Prince is sovereign within the Domain; his word is law and his Judgment absolute. The Prince’s Justice can be dispensed, at his discretion, by certain members of his Court, appointed as he sees fit. The Prince shall be the sole granter of Acknowledgement within his Domain and the sole arbiter of the revocation of the Acknowledgement. The Prince is the final executor of the operation of his government within the Domain. The Prince is exempt from prohibitions on the use of violence or bearing arms within the walls of Elysium. The Prince is exempt from prohibitions on the use of Obfuscate within the walls of Elysium.

  • B: The Seneschal

The position of Seneschal shall be granted according to the Will of the Prince. The Seneschal is expected to know the laws of the Domain and respect and honor them to the letter. The Seneschal has the right to grant temporary Acknowledgement to any Kindred seeking it. The Seneschal shall maintain Hospitality Houses for guests of the Domain. The Seneschal shall assign feeding grounds to the Citizens of the Domain, and monitor the condition of various feeding grounds, monitoring them and changing or restricting access to them based on the needs of the assigned grounds. The Seneschal is the right hand of the Prince, and acts with the Prince’s authority in occasions where the Prince is not available. The Seneschal shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • C: The Sheriff

The position of Sheriff shall be granted according to the Will of the Prince. The Sheriff is expected to know the laws of the Domain and respect and honor them to the letter. The purview of Sheriff is to investigate any disturbance of the rules and laws of the Domain. The Sheriff is expected to maintain the Masquerade and to repair the damage any breaches of the Masquerade have caused, whether directly or indirectly. The Sheriff is required to present a monthly report to the Prince and Court concerning any unusual or noteworthy findings that occur within the borders of the Domain. The Sheriff is exempt from the right of the owner of a tenurial domain to demand his removal. The Sheriff is exempt from policies prohibiting violence in the Elysium, as befits the duties of his position. The Sheriff is exempt from the prohibition of using powers of obfuscation within the walls of Elysium, as pursuit of information falls under his purview. The Sheriff shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • D: The Keeper of Elysium

The position of Keeper of Elysium (hereby known as Keeper) shall be granted according to the Will of the Prince. The Keeper is permitted to assign punishment for infractions or incidents that occur within the walls of Elysium. The Keeper is prohibited from barring, banning or denying any Kindred in good standing within the city or those Guests seeking acknowledgement from Elysium. The Keeper is prohibited from dismissing or evicting Kindred from Elysium. The Keeper is required to maintain the physical building of Elysium and ensure that the Elysium is always available to those wishing its succor. The Keeper is required to provide security, privacy and furnishing for the Elysium building. The Prince, rather than the Keeper, shall officially declare premises as Elysium grounds, as he sees fit. The Keeper is exempt from policies prohibiting violence in the Elysium, as befits the duties assigned to his position. The Keeper shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • E: Hound

The position of Hound shall be granted according to the Will of the Prince. The Hound is expected to maintain the peace between all Kindred within the Domain of Detroit. The Hound is expected to handle any Guests with the understanding that they are unknown and potentially dangerous to the Citizens within the Domain and are granted the right to deny access to the Court by any Guest he deems dangerous, using their best judgment. The Hound is expected to be the principle authority on any martial affairs within the Domain. The Hound may be called upon to quell a violent or potentially violent situation between any Citizens, Guests and the like, within the Domain. The Hound is exempt from prohibitions of violence in the Elysium, as befits the duties assigned to his position. The Hound shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • F: Herald

The position of Herald shall be granted according to the Will of the Prince. The Herald speaks with the Prince’s authority in any official setting, including the Elysium. The Herald is expected to notify all Citizens of the Domain regarding policy changes, changes in law or other pertinent announcements. The Herald is expected to coordinate meetings between Citizens and the Prince or the Seneschal. The Herald is expected to coordinate efforts with the Hound in welcoming Guests to the Domain, as well as assisting those Guests with contacting appropriate individuals within the Court or Prisci of their Clan. The Herald shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • G: Priscus

The position of Priscus shall be determined by clans on an individual basis, based on whatever criteria they see fit. A Priscus is required to grant preliminary acknowledgement (which is an informal acknowledgement) to any new and previously unknown Kindred in the Domain. In the event that a particular clan is without a Priscus, an unknown Kindred in the Domain must receive preliminary acknowledgement from two active Prisci.

  • H: Primogen

The position of Primogen shall be determined by the Prince. Primogen are required to make themselves available to the Prince for advice on matters regarding the governing of the Domain.

  • I: Harpy

There are to be two active Harpies in the Domain – a Harpy of the Prince and a Harpy of the Prisci. The position of Prince’s Harpy shall granted according to the Will of the Prince. The position of the People’s Harpy shall be appointed by the Prisci Council. Harpies shall record and monitor the granting and owing of boons within the Domain, scandals within the Domain and monitors any noteworthy activity of the Citizens within the Domain. Either Harpy shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

IV: Laws

  • A: Audience

A Kindred wishing to formally speak to the Prince must first contact either the Seneschal or the Herald with a formal request. The Prince will decide whether or not to grant audience, as well as the terms and location of the meeting. Direct conference with the Prince on formal matters is permissible only by members of the Court and Council, hereby known as; The Seneschal, Sheriff, Keeper, Hound, Herald, Priscus, Primogen or either Harpy. The Prince may meet with whomever he chooses, whenever he chooses. It is forbidden to deny the Prince a request to meet, and will be considered a crime against the Prince.

  • B: Vinculum

None shall force the bond of blood on another unwilling Kindred, unless the bonding individual has the express permission of the Prince. Violating this law will be considered a high crime against the Prince and the individual so bound.

  • C: Destruction and Death

The Prince is the final arbiter of destruction within the Domain of Detroit, granted to other individuals as he sees fit and rescinded by his Will. Destruction of another Kindred in the Domain of Detroit without the permission of the Prince shall be a capital crime. Destruction of another Kindred in good standing with the city of Detroit by a Citizen of Detroit, regardless of the location of the deed, shall be a capital crime. Kindred within the Domain of Detroit causing the death of a mortal, whether by accident of feeding or happenstance, without sufficient justification, is a crime against the Prince and the city.

  • D: Lex Talionis – The Blood Hunt

The Prince is empowered to declare a Blood Hunt on an individual within his Domain, as he sees fit. Upon declaration of a Blood Hunt, the individual is no longer acknowledged within the Domain of Detroit and all benefits to acknowledgement are forfeit. A Blood Hunted individual is considered an enemy of the city. All Citizens of the Domain are within their right to hunt and incapacitate or destroy the individual, as necessary or appropriate. A Blood Hunted individual is no longer protected by the Laws governing peace in the Elysium. Granted personal domain shall not shelter a Kindred subject to a Blood Hunt. The owner of the personal Domain shall open his Domain to any and all Citizens seeking a Blood Hunted individual who have reasonable suspicion the Kindred is within the borders of the Domain. A Blood Hunted individual has the sole right to petition the Prince for an appeal of the Blood Hunt, which may result in a temporary moratorium on the Blood Hunt. Should a moratorium on the Blood Hunt be granted, the individual once again regains the protection of Elysium and any Citizens of the Domain are forbidden to cause his destruction. The Aiding and Abetting of a Blood Hunted individual shall be considered a high crime and shall be punished accordingly. A Blood Hunt can be rescinded by the Prince at any time, for any reason.

  • E. Punishments and Sanctions

Punishments and sanctions for crimes committed within the city shall be determined by the Prince, with the advisory input of his Court. Both Citizens and Guests are subject to such measures. Kindred must present themselves for punishment when it is assigned or face an intensification of the severity of their sentence at the discretion of the Prince.
