Social Dynamics

"Status shall be conferred for proactive, intelligent contributions to the enrichment of the Grand Rapids Domain. These shall be deemed and rescinded by the Prince or the Harpies."

  • Ascendant Covenant: Lancea Sanctum: When the Lancea Sanctum is ascendant, the covenant's deep-seated belief in the righteousness of its cause combines with its influence in the city to strengthen the Sanctified ability to carry on the fight. Once per week, a Sanctified character may pray to Longinus and regain a spent point of Willpower. This pray takes a full minute if done during a game session and approximately an hour if performed during downtime. In a city where the Lancea Sanctum is ascendant, all Sanctified characters are further considered exempt from the authority of all Kindred officers save the Prince and Harpies - unless the officer in question is also Sanctified. The Master of Elysium cannot strip covenant members of City Status and the Sheriff cannot order them about. This exemption doesn't provide any supernatural protection - it is merely considered unthinkable (and a sin against the city) to attack an ascendant Sanctified.

  • Eminent Clan: Clan Mekhet: When the Mekhet are eminent, the Shadow's knowledge of secrets and sharing of useful information achieves a high. Each resident Mekhet receives a number of free information snippets about other members of the domain equal to her City Status. The player should ask for this information from a Storyteller. This information is restricted to a subject's dots in certain social Merits: Resources, Status (each type counts as a separate snippet), Herd and Retainer. A Mekhet can learn a character's dots in Clan Status or Covenant Status, even if the Mekhet isn't part of the clan or covenant in question.

Laws of Grand Rapids

Set here are sovereign laws bestowed by the Prince of Grand Rapids, to be a guide for right and fruitful residence within the confines of the domain. Follow them and benefit from the peace that comes from order. Break them at your own immortal peril.

I: Traditions

All Kindred within the Domain of Grand Rapids shall abide by the following interpretations of our grand traditions. Failure to comply will result in summary Judgment of the Prince.

  • A: Masquerade

i. Reveal not your true nature to those not of the blood. Doing so threatens the very existence of our kind.
ii. Failure to uphold the Masquerade constitutes a high crime against the Prince, his council and the city.

  • B: Progeny

i. Share your blood with a mortal only at the potential of dire peril. The sins of the son shall be the sins of the father until such time as the childe has been released from under his sire's accounting.
ii. Sire only at the discretion of your Prince.
iii. Failure to uphold the Traditions concerning Progeny constitutes a high crime against the Prince.

  • C: Amaranth

i. No Kindred shall partake of the hearts-blood of another, under any circumstance. Even the souls of individuals under Blood Hunt are sacrosanct.
ii. Commission of Amaranth constitutes a capital crime and will be punished by Final Death.

  • D: Domain

i. The Domain of Grand Rapids is the sovereign property of the Prince of Grand Rapids.
ii. Individuals within the domain of Grand Rapids are subject to the laws of the Prince and the Prince's Justice.
iii. Kindred of Grand Rapids may be granted tenurial domain within the borders of Grand Rapids.
iv. Kindred granted tenurial domain have the right to evict unwelcome parties at any time, for any reason. This right does not extend to the Prince, the Prince's Seneschal, the Prince’s Herald, the Sheriff of Grand Rapids or the Prince’s Scourge.
v. Kindred granted tenurial domain must still adhere to the laws governing the Traditions. Failure to comply will result in the appropriate punishment.
vi. Personal domain and the rights entitled with such a gift can be granted, altered or revoked at any time, for any reason, at the discretion of the Prince.

  • E: Elysium

i. Elysium shall be declared by the Prince and its laws defined by him.
ii. Elysium shall be a sanctuary to all Kindred who submit to or accept the hospitality and protection of the Prince.
a. The Call to Elysium shall be placed at least 48 hours in advance of the event, to give all wishing to attend ample opportunity to prepare to do so.
iii. Violence of any sort is not permitted within the grounds of Elysium. Failure to uphold this tradition constitutes a crime against the Prince and the Master of Elysium, as well as incurring the disfavor of the city and degrading the hospitality afforded the individual.
a. It is the right of any Kindred to defend themselves against assaults within Elysium.
iv. Kindred who are criminals or are otherwise found wanting in the eyes of the Prince enjoy the protection and hospitality of Elysium at the mercy of Prince, providing they submit to the Prince’s Justice.
v. Kindred who are unrecognized enjoy the protection and hospitality of Elysium at the mercy of the Prince until such time as they are officially welcomed into the city and offered the Prince’s hospitality or acknowledgment.
vi. The grounds of Elysium belong to the Master of Elysium. Destruction or damaging of Elysium property is not permitted. Failure to comply constitutes a crime against the Master of Elysium.
vii. Feeding on Elysium grounds is prohibited. Violation of this law constitutes a crime against the Prince.
viii. Kindred and beings in their employ are prohibited from using abilities to cloak or mask their presence within the confines of Elysium. Violation of this law constitutes a crime against the Prince.
ix. A Kindred may not be forced to leave Elysium. However, any (non-Kindred) part of a Kindred’s personal retinue may be forced to leave by the Prince, The Seneschal or the Master of Elysium.
a. A Kindred’s personal retinue may consist of no more than one other individual.
b. Animals and other beasts are not allowed within the walls of Elysium.
x. Weapons of any sort are prohibited within the walls of Elysium.
a. Individuals of certain merit are exempt from this policy.
b. Individuals may be granted leave via the Master of Elysium to carry a weapon. This privilege may be revoked by the Master of Elysium at any time.
c. Violation of this law constitutes a crime against the Prince and the Master of Elysium.

II. Populous

Kindred who are standing members of the Domain of Grand Rapids, thereby receiving the hospitality of the Court of Grand Rapids and the Hospitality of the Prince, shall by known as Residents. Kindred who are visiting Grand Rapids with no desire, ability or leave to stay within the domain of Grand Rapids shall be known as Guests.

  • A: Residents

i. Kindred who are in good standing with the Prince of Grand Rapids, who have received acknowledged status from the Prince of Grand Rapids and who are not known as criminals within the domain of Grand Rapids or under Blood Hunt in any other Domain may become Residents of Grand Rapids.
ii. Acknowledgment is a privilege granted by the Prince of Grand Rapids, not a right endemic to being Kindred, and thus can be revoked at any time.
iii. Acknowledgment can only be revoked by the Prince.
iv. Acknowledged Kindred have the right to feed within the Prince's Domain of Grand Rapids, subject to the limits imposed by tenurial domains and areas restricted by the Prince.

  • B: Guests

i. Kindred who are not Residents of the domain of Grand Rapids are Guests by default.
ii. Guests wishing to become an official Resident within the Domain of Grand Rapids may address their request to the Prince via his Herald or Seneschal.
iii. Guests in the Domain of Grand Rapids do not have the right to feed within the borders of Grand Rapids unless the permission is expressly granted by the Prince.
iv. Guests hosteling in a hospitality house may have feeding grounds supplied to them based on the location of the hospitality house. Feeding outside the assigned grounds will be a violation of the Tradition of Domain and dealt with accordingly.

III. Court

  • A: Prince

i. The Prince is sovereign within the Domain; his word is law and his Judgment absolute.
ii. The Prince’s Justice can be dispensed, at his discretion, by certain members of his Court, appointed as he sees fit.
iii. The Prince shall be the sole granter of Acknowledgement within his Domain and the sole arbiter of the revocation of the Acknowledgement.
iv. The Prince is the final executor of the operation of his government within the Domain.
v. The Prince is exempt from prohibitions on the use of violence or bearing arms within the walls of Elysium.
vi. The Prince is exempt from prohibitions on the use of obfuscate within the walls of Elysium.
vii. The Prince is exempt for prohibitions on the presence of animals or beasts within the walls of Elysium.
viii. Titles of the Prince as follows: Prince or Your Majesty

  • B: Seneschal

i. The position of Seneschal shall be granted according to the Will of the Prince.
ii. The Seneschal is expected to know the laws of the Domain and respect and honor them to the letter.
iii. The Seneschal has the right to grant temporary Acknowledgement to any Kindred seeking it.
iv. The Seneschal shall maintain Hospitality Houses for guests of the Domain.
v. The Seneschal shall assign feeding grounds to the Subjects of the Domain, and monitor the condition of various feeding grounds, monitoring them and changing or restricting access to them based on the needs of the assigned grounds.
vi. The Seneschal is the right hand of the Prince, and acts with the Prince's authority on occasions where the Prince is not available.
vii. The Seneschal shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • C: Sheriff

i. The position of Sheriff shall be granted according to the Will of the Prince.
ii. The Sheriff is expected to know the laws of the Domain and respect and honor them to the letter.
iii. The purview of Sheriff is to investigate any disturbance of the rules and laws of the Domain.
iv. The Sheriff is expected to maintain the Masquerade and to repair the damage any breaches of the Masquerade have caused, whether directly or indirectly.
v. The Sheriff is required to present a monthly report to the Prince and Court concerning any unusual or noteworthy findings that occur within the borders of the Domain.
vi. The Sheriff is exempt from the right of the owner of a tenurial domain to demand his removal.
vii. The Sheriff is exempt from policies prohibiting violence in the Elysium and is allowed to be freely armed within Elysium, as befits the duties of his position.
viii. The Sheriff is exempt from using powers of obfuscation within the walls of Elysium, in pursuit of information falling under his purview.
ix. The Sheriff shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • D: Master of Elysium

i. The position of Master of Elysium shall be granted according to the Will of the Prince.
ii. The Master is permitted to assign punishment for infractions or incidents that occur within the walls of Elysium.
iii. The Master is prohibited from barring, banning or denying any Kindred in good standing within the city or those Guests seeking acknowledgement from Elysium.
iv. The Master is prohibited from dismissing or evicting Kindred from Elysium.
v. The Master is required to maintain the physical building of Elysium and ensure that the Elysium is always available to those wishing its succor.
a. The Master is required to provide security, privacy and furnishing for the Elysium building.
b. The Prince, rather than the Master, shall officially declare a premises as Elysium, as he sees fit.
vi. The Master is exempt from policies prohibiting violence in the Elysium and is allowed to be freely armed within the Elysium, as befits the duties assigned to his position.
vii. The Master shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • E: Scourge

i. The position of Scourge shall be granted according to the Will of the Prince.
ii. The Scourge is expected to maintain the peace between all Kindred within the Domain of Grand Rapids.
iii. The Scourge is expected to handle any Guests with the understanding that they are unknown and potentially dangerous to the Subjects within the Domain and are granted the right to deny access to the Court by any Guest he deems dangerous, using their best judgment.
iv. The Scourge is expected to be the principle authority on any martial affairs within the Domain.
v. The Scourge may be called upon to quell a violent or potentially violent situation between any Residents, Guests and the like, within the Domain.
vi. The Scourge is exempt from prohibitions of violence in the Elysium and is allowed to be freely armed within the Elysium, as befits the duties assigned to his position.
vii. The Scourge shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • F: Herald

i. The position of Herald shall be granted according to the Will of the Prince.
ii. The Herald speaks with the Prince’s authority in any official setting, including the Elysium.
iii. The Herald is expected to notify all Residents of the Domain regarding policy changes, changes in law or other pertinent announcements.
iv. The Herald is expected to coordinate meetings between Residents and the Prince or the Seneschal.
v. The Herald is expected to coordinate efforts with the Scourge in welcoming Guests to the Domain, as well as assisting those Guests with contacting appropriate individuals within the Court or Prisci of their Clan.
vi. The Herald shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

  • G: Priscus

i. The position of Priscus shall be determined by clans on an individual basis, based on whatever criteria they see fit.
ii. The Prince has the right to refuse an individual the benefits and position of being Priscus, as he sees fit.
iii. A Priscus is required to grant preliminary acknowledgement (which is an informal acknowledgement) to any new and previously unknown Kindred in the Domain.
iv. In the event that a particular clan is without a Priscus, an unknown Kindred in the Domain must receive preliminary acknowledgement from two active Prisci.

  • H: Primogen

i. The position of Primogen shall be determined by the Prince, based on his need for advisement on night-to-night affairs.
ii. Primogen are required to make themselves available to the Prince for advice on matters regarding the governing of the Domain.
iii. Primogen are asked to make themselves available to members of the Domain in matters of night-to-night affairs.

  • I: Harpy

i. There are to be two active Harpies in the Domain – a Harpy of the Prince and a Harpy of the Prisci.
ii. The position of Prince’s Harpy shall be granted according to the Will of the Prince.
iii. The position of the People’s Harpy shall be appointed by the Prisci Council.
iv. Harpies shall record and monitor the granting and owing of boons within the Domain, scandals within the Domain and monitors any noteworthy activity of the Residents within the Domain.
v. Either Harpy shall serve until he voluntarily rescinds his position or until the Prince sees fit to relieve him of his position.

IV: Laws

  • A: Audience

i. A Kindred wishing to speak to the Prince must first contact either the Seneschal or the Herald with a formal request. The Prince will decide whether or not to grant audience, as well as the terms and location of the meeting.
ii. Direct conference with the Prince is permissible only by members of the Court and Council, hereby known as; The Seneschal, Sheriff, Master, Scourge, Herald, Priscus, Primogen or either Harpy.
iii. The Prince may meet with whomever he chooses, whenever he chooses. It is forbidden to deny the Prince a request to meet, and will be considered a crime against the Prince.

  • B: Vinculum

i. None shall force the bond of blood on another unwilling Kindred, unless the bonding individual has the express permission of the Prince. Violating this law will be considered a high crime against the Prince and the individual so bound.

  • C: Destruction and Death

i. The Prince is the final arbiter of destruction within the Domain of Grand Rapids, granted to other individuals as he sees fit and rescinded by his Will.
ii. Destruction of another Kindred in the Domain of Grand Rapids without the permission of the Prince shall be a capital crime.
iii. Destruction of another Kindred in good standing with the city of Grand Rapids by a Resident of Grand Rapids, regardless of the location of the deed, shall be a capital crime.

  • D: Blood Hunt

i. The Prince is empowered to declare a Blood Hunt on an individual within his Domain, as he sees fit.
ii. Upon declaration of a Blood Hunt, the individual is no longer acknowledged within the Domain of Grand Rapids and all benefits to acknowledgement are forfeit.
iii. A Blood Hunted individual is considered an enemy of the city. All Subjects of the Domain are within their right to hunt and incapacitate or destroy the individual, as necessary or appropriate.
iv. A Blood Hunted individual is no longer protected by the Laws governing peace in the Elysium.
v. Granted personal domain shall not shelter a Kindred subject to a Blood Hunt. The owner of the personal Domain shall open his Domain to any and all Residents seeking a Blood Hunted individual who have reasonable suspicion the Kindred is within the borders of the Domain.
vi. A Blood Hunted individual has the sole right to petition the Prince for an appeal of the Blood Hunt, which may result in a temporary moratorium on the Blood Hunt. Should a moratorium on the Blood Hunt be granted, the individual once again regains the protection of Elysium and any Residents of the Domain are forbidden to cause his destruction.
vii. The Aiding and Abetting of a Blood Hunted individual shall be considered a high crime and shall be punished accordingly.
viii. A Blood Hunt can be rescinded by the Prince at any time, for any reason.
