Through the use of 'Downtime Actions' we try to have the monthly game serve as the opportunity to resolve running plots and story lines. The goal of this system is to maximize the amount of interaction during the scheduled game times to resolve the plot points that have been investigated during the rest of the month so that there is plenty going on to keep the players occupied.

Ubento Ungonquey - An eclectic scholar who was entrusted with stewardship of the Black Library by the Toreador Elder, Lefebvre prior to his demise at the hands of the Sabbat.

Logan Jackson - The former Scourge of Tampa. This member of clan Brujah is the opposite side of the coin from Ubento. Arriving in the city in the summer of 2013, this obvious predator was put to work immediately to patrol the borders of the city and remove any undesirables.

Lee Morgan - Thug, psychopath, and just plain scum. This iconoclast Brujah shares little passion outside of brawling and acting nuts. Lee arrived shortly before the city had its Sabbat show down where instead of becoming renown for his warfare he became infamous for his lack of discretion on whom got hurt. For a vampire Lee Morgan seems to use and enjoy fire way to much. His a monster, but his the Prince's monster...or so he claims.


Followers of Set:

The Setites in this area have thrown their lot in with the Anarchs and live in Pinellas County. However, there have been some overtures made in the past to the Camarilla court.

Bleach - A long time member of the city and former Scourge for Princes Kent and Gunn until recently turning the duties over to Logan Jackson.

'Max' - Broodmate to the Gangrel Bleach, she has not been seen since her haven, located in what is now Anarch territory, was burned down under mysterious circumstances.

Johan Magnusson - A pragmatic and cautious kindred who is known for avoiding taking problems on head-on in favor of a steady assessment followed by calculated actions.

What Giovanni exist in this area have thrown their lot in with the Anarchs and live in Pinellas County.


Malkavian:

Shame - Possibly one of the most broken members of Clan Malkavian, Shame's uses as a psychic and investigator of the occult make his reputed cowardice tolerable. As long as he continues to be useful.

Avery Gunn - The former Prince of Tampa and current Malkavian Primogen. Along with his broodmate Dylan, Avery has set up the Clan Malkavian as the dominant force in the city. No other clan comes close to the children of the moon in power or control with the exception of the Ventrue.

Dylan Gunn - The current Prince of Tampa. Both Dylan and Avery were abducted by Sabbat in their last attempt to take the city and twisted by some fiend to be virtually identical to one another. If that were not eerie enough, they both exhibit the same social mannerisms as one another.

Camellia Rose - She was the paramour of Archer Thorne for centuries. She can be known by her distinctive red lips, skull necklace, and glasses. She has not been seen since his demise.


Toreador:

While once this city was both rules and populated by several Toreador, they have since vanished.


Tremere:

Athravan Mercator - A creature embraced in the first years of his clan's existence. Believed to be a Master Elder, but known to have been sired by a Methuselah. A political player, rumored to have toppled/protected various Praxis' throughout the centuries. Rarely seen by non-Tremere and is always completely covered. His haven was burned down, some say by his own clan members as part of some internal power struggle, and he has not been seen since.



Ventrue:

Eddie Monsoon- A new-age obsessed Elder Ventrue, who's fashion sense is almost as sharp as his tongue. After coming into political conflict with the Elder Malkavians, known as A.D. Gunn, he has fled the city. He has not been seen in several years.


Sebastian Tyrrell- A newcomer to the city who as instantly insinuated himself into the role of primogen for his clan. Unconventional for a Ventrue, this hipster ancillae is the wealthy executive of a biotech company that has recently relocated its corporate offices to the area.


In-Character History of Tampa Bay


The following narrative regarding the history of the Tampa Bay area is considered all readily available information to PCs who are from the domain or are regular visitors. If your PC has never been to this domain then it will be expected that you receive approval from the VST to have access to this information IC prior to using said information IC.

The Arrival of the Damned


Great Britain acquired Florida in 1763 from Spain as part of the treaty which ended the French and Indian War (Seven Years War). The bay was rechristened "Hillsborough Bay" after Lord Hillsborough, the then-Secretary of State for the Colonies. Though the name "Tampa Bay" was later restored, the English period is still reflected in the names of Tampa's largest river and home county. Spain regained control of Florida in 1783 as part of the Treaty of Paris at the end of the American Revolution. Once again, the Gulf Coast was not a vital concern to its European owner.

In 1821, the United States purchased Florida from Spain, mainly to end (alleged) cross-frontier Indians raids and to eliminate the southern refuge for slaves. In fact, one of the first U.S. actions in its new territory was to launch a raid which destroyed Angola, a village built by escaped slaves on the eastern shore of Tampa Bay located near present day Sarasota. In 1823, the United States imposed upon the leaders of the Seminoles to sign the Treaty of Moultrie Creek, which created a large Indian reservation in the interior of peninsular Florida. The U.S. government then built a series of forts and outposts for trade throughout the territory to enforce the provisions of the treaty.

As part of this effort, "Cantonment Brooke" was established on January 10, 1824 by Colonels George Mercer Brooke and James Gadsden at the mouth of the Hillsborough River on Tampa Bay, just about where today's Tampa Convention Center sits in Downtown Tampa. The site was marked by a huge hickory tree set atop an ancient Indian mound most likely built by the Tocobaga culture centuries before. A few settlers established homesteads near the palisade, but growth was very slow due to difficult pioneer conditions and the constant fear of attack from the Seminole population, some of whom lived nearby in an uneasy truce. During the Second Seminole War, which started in December 1835, Fort Brooke first served as a refuge for settlers, then as a vital military depot and staging area. After almost seven years of vicious fighting, the war was over and the Seminoles were forced away from the Tampa region, and the tiny village began a period of slow growth.

A strong hurricane in late September 1848 almost washed away the budding growth. Every building in Tampa was either damaged or destroyed, including most of Fort Brooke. Much of the population stayed to rebuild, and some desperate lobbying in Washington, DC persuaded the US Army to reconsider a plan to abandon the fort and its garrison of troops.

The Territory of Florida had grown enough by 1845 to become the 27th state. The settlement of Tampa recovered enough by 1849 to incorporate as the "Village of Tampa", which officially occurred on January 18. At the time, Tampa was home to 185 inhabitants, excluding military personnel stationed at Fort Brooke. The city's first official census count in 1850 listed Tampa-Fort Brooke as having 974 residents. Tampa was reincorporated as a town on December 15, 1855, and Judge Joseph B. Lancaster became the first Mayor in 1856.

It was during this time that the first vampiric presence was known to exist in Tampa Bay. A Lasombra buccaneer named Juan Garcia Ramirez decided to cast aside his pirating nights and to make this settlement his territory. He had three other members of his crew who were also vampires and with whose help he intended to hold the area. They arrived during the spring of 1848.

Despite the guidance of Ramirez, a pious lick in his own right, Catholicism was not the first western religious sect to plant roots in the area. Tampa's first church was already established by a Methodist congregation in 1846; First United Methodist Church of Tampa is still active today. The Methodists were followed by the Baptists, who organized the First Baptist Church of Tampa in 1859, finally, with no small effort on the part of Ramirez, the Catholics founded a parish in Tampa the following year. These vampires struggled to hold the small territory against innumerable threats, from those threats to the westerners upon whom they depended on as food, to the zealotry of some of the clergy of the area, to the occasional other supernatural creatures who would come to the area and try and make it their own, Ramirez and his lot managed to hold the area for only about 14 years.

On January 10, 1861, the state of Florida seceded from the United States along with the rest of the American South to form the Confederate States of America, touching off the American Civil War. Fort Brooke was soon manned by Confederate troops and martial law was declared in Tampa in January 1862. Tampa's city government ceased to operate for the duration of the war. This boded very poorly for the Lasombra and his compatriots. The mortal troop movements meant greater exposure to more vampires and other supernaturals from the increased flow of human traffic.

In late 1861, the Union navy set up a blockade near the mouth of Tampa Bay as part of the overall Anaconda Plan, which sought to squeeze the Confederacy off from outside sources of money and supplies. However, several local blockade runners consistently slipped out undetected to the Gulf of Mexico.

Trying to put a stop to this, Union gunboats sailed up Tampa Bay to bombard Fort Brooke and the surrounding city of Tampa. The Battle of Tampa on June 30-July 1, 1862 was inconclusive, as the shells fell ineffectually and there were no mortal casualties on either side. However, the same was not true of the vampire population. It is believed that during this battle, based around certain documentation, that Ramirez and his entire support network are killed, in the case of living servitors, or meet the final death, in the case of the undead. These events precede a period of time in which the Tampa Bay area was nearly free from vampiric influence; this period would last almost a decade.


The Succession Years



The war ended in Confederate defeat the following spring, 1865. In May, federal troops arrived in Tampa to occupy the fort and the town as part of Reconstruction. They would remain until August, 1869. It was during this time that a few vampires, none with any particularly strong political leanings, first began to repopulate the area, though no formal kindred society could be said to exist as it was known in larger cities.

The years after the Civil War were difficult ones in Tampa. With much of the town in disrepair and the population depleted, the isolated village faced a difficult period. As one returning soldier wrote, "Tampa was a hard-looking place. Streets and lots were grown up with weeds and the outlook certainly was not very encouraging." By now more than a few vampires had taken up permanent residence in this desolate locality; though still numbering less than ten, mostly Caitiff, these dregs formed no coherent political structure and were not seem particularly influenced loyalties to either of the great sects of the undead.

The after-effects of the Civil War, disease, and disinterest put Tampa into a slow downward spiral. Conditions in the city deteriorated to the point that residents voted to temporarily disincorporate the city in 1869. However, it would reincorporate in 1872. As a result, Tampa's population fell from approximately 885 in 1861 to 796 in 1870 and 720 in 1880. During this time in is believed, based mostly upon the Archivist, Lefebvre, that the population of kindred had been reduced to about six, notably including a creature known only as Bleach.

After decades of efforts by local leaders to connect the area to the United States' rapidly growing railroad network, Tampa's long-standing overland transportation problem was finally remedied in February 1884, when Henry B. Plant ran a railroad line west across central Florida to connect the Tampa Bay area to his railroad network. The railroad enabled phosphate and commercial fishing exports to go north, brought many new products into the Tampa market, and started the first real tourist industry: visitors coming in modest numbers to Henry Plant's first Tampa-area hotels.

The new found wealth of the area and the lack of Camarilla governance invited members of the Anarchs to try and secure this territory for their own. A group of Anarchs, led by a lick by the name of Gaston d’Artois, successfully conquered the handful of local kindred who had resided in these parts already, as they were bound to each other by no unifying ideals or politics, and Gaston and his ilk imposed their brand of ‘freedom’ upon the area as they self styled the ‘Barony of Tampa Bay’. They tried to cajole, convince and even threaten the local licks into joining their ‘movement’ and promised them protection from external threats such as the Camarilla and the Sabbat if they would join, however, it was clearly only their attempt to establish their own brand of hegemonic dominance of the area and as such very few joined them, a few left the area and a few fought against them to maintain their independence or claimed to maintain their allegiances to the Camarilla despite the lack of a strong presence from the sect in Tampa Bay.

The new railroad link attracted another industry which would continue to make Tampa prosper. In 1885, the Tampa Board of Trade helped broker a land deal with Vicente Martinez Ybor to move his cigar manufacturing operations to Tampa from Key West. It is rumored that Vincente was thrall to an unnamed vampire who brought its retainer to the area as the vampire resettled northward. Ybor had been attracted by Tampa's warm and humid climate, which kept tobacco fresh and workable, and its new transportation links. Close proximity made import of fine Cuban tobacco easy by sea, and Plant's railroad made shipment of finished cigars to the rest of the US market easy by land.

Starting in the late 1880s, many Italian and a few eastern European Jewish immigrants also arrived, making Tampa one of the most diverse communities in the American South. These new arrivals had difficulty breaking into the insular cigar businesses, so many opened businesses and shops that catered to the cigar workers. The majority of Italian immigrants came from Alessandria Della Rocca and Santo Stefano Quisquina, two small Sicilian towns with which Tampa still maintains strong ties. It was during this time that the necromantic family of vampires, known as the Giovanni, first made their way to the area. Their mercantile nature and lack of commitment to either side in the war between the vampiric sects made their proximity much more palatable to the Anarchs.


The Ascension of the Camarilla



Tampa was chosen as an embarkation center for American forces heading to Cuba for the Spanish-American War. Lieutenant Colonel Teddy Roosevelt and his Rough Riders were among the 30,000 troops who waited in Tampa for the order to ship out during the summer of 1898, filling the town to bursting. Those months, while unpleasant for the troops wearing thick wool uniforms in the oppressive Florida heat, were a great boon to Tampa's growing economy. It was also the only time when Plant's Tampa Bay Hotel was full to capacity as army officers and newspaper correspondents sought out more comfortable quarters than a hot and dusty tent. This national and international attention is what finally brought the weight of the Jyhad down firmly on the Barony of Tampa Bay. With so much mortal influence being channeled through the area the powerful elders of the Camarilla took notice and decided it was time to crush the rabble controlling Tampa Bay.

The war was also very popular in Ybor City. As of 1898 many of the Cuban cigar workers had long been pressing for Cuba Libre - a Cuba free of Spanish colonial rule. Powers on both sides of the Atlantic Ocean were exerting their will to determine if that would become a reality. The Anarchs of the area prepared themselves as best they knew how, but the tools that had long proven to be most deftly wielded by the elders, humanity itself, would ultimately prove too much for the Barony to withstand. A coterie consisting of four elders; Daniel of Kent, Durante Castorini, Baltasar Lefebvre, Dieter von Eisenberg, along with their attendants and allies, began a slow campaign of building their mortal influence until they had so interrupted the Anarch’s nightly existence and harried them at every turn that when they chose to finally assault them the war was all but already won. The building of Plant's railroad and hotels, the discovery of phosphate, and the arrival of the cigar industry – all within a decade – were crucial to Tampa's future development and its very survival. The town suddenly expanded from a dying backwater village to a bustling town to a small city. This can be attributed to the machinations of a member of the coterie known as Daniel of Kent. The elder venture understood the processes of the industrialized world quite keenly and cultivated these industries until he monopolized them all for all intents and purposes.

In 1904, a plan was hatched the Camarilla, rumored to be the product of the mind of a neonate Malkavian named Avery Gunn, who was in the retinue of the coterie laying siege to the Anarch controlled city. He supposedly proposed a clever ruse to obscure the Camarilla’s first open act of warfare: the Ye Mystic Krewe of Gasparilla, named after local mythical pirate Jose Gaspar (who were in actuality a civil organization of local businessmen working for Daniel of Kent), staged an "invasion" of the city of Tampa followed by a loud and rowdy parade. However, the ruckus and mayhem created by the celebration served a far more sinister purpose: the sounds of canon fire and celebration masked the attack and destruction of Gaston d’Artois, the ideolog and self titled ‘first among equals’ of the Barony of Tampa Bay. Weakened severely, but resolved to overcome the attacks by the well organized Camarilla coterie, the Anarchs began organizing their own brand of mortal influence.

Beginning in the late 19th century, illegal bolita lotteries were very popular among the Tampa working classes, especially in Ybor City. In the early 1920s, this small-time operation was taken over by Charlie Wall, who by this time was enthralled by one of the local Anarchs. The Wall family was one of the pioneer families from early Tampa, and Charlie Wall’s family tree included many leading businessmen, mayors, and other public officials among its branches. This offered both legitimacy and protection to the Anarchs as they worked tirelessly to build their base of control in an attempt to halt the progress of their Camarilla competitors.

Wall’s operations thrived as he expanded them to include liquor distribution and speakeasies (this was the era of Prohibition) and prostitution. Other smaller organized crime groups, mainly those owned by the Giovanni clan, they tried to muscle out of the action, and long-simmering rivalries were kindled to a flame.

Wall’s organizations, and by proxy that of the Anarchs, were able to operate openly because of kick-backs and bribes to key local politicians and law enforcement officials. Charlie Wall was well connected, and he used those connections to keep his businesses running and to help put down his competition. Tampa’s political elite, which had held an inconsistent but mostly ambivalent attitude toward organized crime, quietly became de facto partners and in doing so drove the Giovanni Clan from being allies of convenience to become enemies of the Barony. When this became apparent to the Camarilla hasty bargains were made with the necromancers and the Anarchs were quickly routed from the city. Very little proof of the Anarch’s demise was able to be demonstrated by either the Camarilla forces or their Giovanni allies and a rumor persists that the Anarchs, seeing the writing on the wall, also cut a deal with the Giovanni to aid them in fleeing the city.

In 1928, with the sudden and complete withdrawal of the Anarch population, the Camarilla claimed sovereignty over the city of Tampa and its surrounding unincorporated areas. Daniel of Kent took Praxis and named Avery Gunn, the Malkavian whose Gasparilla prank had won them the head of the Baron of Tampa Bay, as his Seneschal. Further appointments of note included Baltasar Lefebvre as the Keeper of Elysium and Dieter von Eisenberg as the Sheriff.


A New Threat: La Costra Nostra



With the sudden power vacuum in the area’s criminal establishment, the Giovanni grew exceedingly influential in a very short period of time. From the early 1930s until the early 1950s, every municipal election was tainted by electoral abnormalities, most with alleged mob connections. The first widespread example was Tampa’s mayoral election of 1931, when over 100 people were arrested for “cheating at the polls”. Most were supporters of the winning candidate, Robert E. Lee Chancey, who his opponents claimed had close ties to Tampa’s “underworld”. After the election, all of the charges were either reduced or dropped altogether. Many of those involved had been on the city payroll at the time of their arrest, and most remained there. During this time Daniel of Kent grew increasingly distrustful of the Giovanni clan and made every effort to thwart their control of the mortal populace. The contestation of the herd was costly for the Prince and the Camarilla citizenry alike.

The situation was even more chaotic during the next election cycle in 1935. This started before Election Day when Tampa’s chief of police (who supported the incumbent mayor who was the pawn of the Giovanni) and the Hillsborough County Sheriff (who supported the challenger, who was Kent’s Proxy) both claimed to be the proper authority to monitor the actual voting. Anticipating trouble, Florida Governor Sholtz mobilized the National Guard to prevent violence, much to the chagrin of the Vampires of Tampa who were fight this proxy contest. Still, both sheriff’s officers and city police were deployed at polling places, resulting in police officers arresting sheriff’s deputies and vice-versa.

Despite (or perhaps because of) the large number of observers, ballot stuffing and re-voting was widespread. The day may have turned violent if not for the presence of the National Guard troops and a sideswipe from the Labor Day Hurricane of 1935, which passed just west of Tampa during the afternoon and pelted the area with torrential rains and high winds.

In the end, the Tampa Election Board determined that Chancey had easily won re-election. They had reached these results by throwing out all ballots from 29 precincts due to “fraudulent voting”. Coincidentally these same districts had been spared the worst of the hurricane. It is rumored that this was through the efforts of the Tremere clan and had the Ventrue of the city managed their half of the ruse, controlling the bureaucrats, then the elections would have gone the other way. However, the Board may not have been the most impartial judge of the matter, as Chancey had appointed the members himself, and thus they too were in the pocket of the Giovanni.

While Charlie Wall was Tampa's first major crime boss, various factions vied for control of the area in later years. Ongoing power struggles resulted in regular organized-crime related “unsolved” murders of crime-connected figures in what became known as the “Era of Blood”. To protect their interests (and keep gangland killings unsolved), crime bosses regularly kept local officials -from state attorneys to top law enforcement personnel and even mayors - on the Giovanni payroll.

By the late 1940s, most of the area’s crime organizations were consolidated under the control of Sicilian mafioso Santo Trafficante, Sr. and his faction. After his death in 1954 from cancer, control passed to his son Santo Trafficante, Jr., who established alliances with families in New York and extended his power throughout Florida and into Batista-era Cuba. All of this was guided by the hands of the Giovanni family through their connections in Tampa and abroad. The vice-like grip of the Giovanni on the powerful criminal enterprises centered in the bay area began to strangle out the connections developed by the Camarilla as the tools of murder, extortion and intimidation made everyday citizens afraid to stand in the way of organized crime.


The First Sabbat Attack


When it appeared that the fate of Tampa was to slip from the grasp of the Camarilla and into the hands of the Giovanni completely an even more sinister twist occurred: The Sabbat Invasion of 1948. On December 5th, four large contingents of Sabbat soldiers invaded through the Port of Tampa. They arrived in the dead of night on three separate yachts. They swept through the port and slew over two dozen port authority workers, most all of whom were employed by, or were thralls of, the Giovanni. As the Giovanni were aware of the enmity between Prince Kent and themselves, they immediately suspected the Camarilla to be behind the attacks. It took three days and the death of two members of the Giovanni clan, as well as several of their retainers, before they realized, due to the savagery of the attacks and the apparent lack of defensive behavior, that it was not the Camarilla who was attacking them. The Sabbat, for their part, simply seems to have been following the leads from their initial victims up the chain. It does not appear that they were intentionally targeting the Giovanni and not until they had killed and diablerized two of the necromancers that they realized who they had been attacking.

When the Giovanni put the pieces together they sent a representative to speak with the court of Tampa. Initially suspicious of the Giovanni and fearing a trap was being set, both Prince Kent and Primogen Brute were vocal about their suspicions of the independent clan. However, in the next few nights it would become apparent from the tactics being used, ruthless and masquerade breaching attacks upon the thralls and mortal associates of the kindred of the area, that indeed the Sabbat had wormed their way into the city. Then Prince Kent, likely out of fear of having a motion of bad standing called against him by his fellow princes, was roused to take actions and closed the borders to the city. Having nearly lost the city to the Giovanni Kent had grown increasingly xenophobic and to this day no one knows for sure if he requested aid from the neighboring Princes or not. What is known is that no help came.

Based upon the reconnaissance that the Camarilla was able to put together in the coming nights it became clear that the Sabbat outnumbered both the court of Tampa and the enclave of Giovanni combined. Though the Sabbat was ideologically there to crush the Camarilla, if had no qualms about pushing their assault on the Giovanni. Having tortured many of the Giovanni ghouls and mortal members of their family the Sabbat knew much about the holdings of the clan and locations of their havens. They were being massacred. After several casualties over the next few weeks, and with the southern half of the city of Tampa firmly in the hands of the Sabbat, the residents had grown desperate. That was when Durante Castorini, a reclusive Malkavian Elder, appeared upon an Elysium ground and made a stirring speech to rouse the more reluctant members of the city to pick up arms and fight the Sabbat, rather than simply continue trying to defeat them though the use their mortal pawns. Castorini proposed the building of a hidden library near the highest elevations of the area, a place where kindred could store their final testaments in case they did not survive the battle and a place where the collected wisdom of the city could be interred until such time as the city could be retaken by the Camarilla should they fail. Passions were high and numerous kindred lent all that they had to this project. Kent, begrudgingly agreed to his coterie mate’s plea, though he spoke plainly upon the waste of resources he thought the project to be. He did not survive to see it completed as Kent was killed about two months after the initial assault. His Seneschal, Avery Gunn, was acknowledged the standing of an Ancillae and ascended to the throne. The constructions took two years, during which the Sabbat and the Camarilla entrenched themselves and fought a guerilla style war. The Giovanni, caught in the middle, took heavy losses. While some fled, most were killed.

One of the Giovanni approached the court of Tampa with an offer in exchange for protection, a tribute to the Camarilla. Prince Avery rejected this offer initially, but after having had a private conversation with the Elder Giovanni and Avery’s own Seneschal, the deal was accepted with the caveat that the Giovanni’s holding would consist of a single property in the city and never more than three Giovanni would reside in Tampa at one time. They signed the pact near the front lines of the battle in Ybor City and as such it has been come to be known as the ‘Cigar Treaty’ and was in effect until 2012.

By the spring of 1950 the tide had turned and the Sabbat were pushed from the city. It was discovered that the leader of the Sabbat was a lick by the name Alejandro Amézquita, the childe of Juan Garcia Ramirez, a Sabbat Buccaneer who had resided in the city a century prior. It was also discovered that the Sabbat had been pressed into assaulting the city by a creature known only as Madame Polly, a soothsayer and mystic who was older then the sects themselves. She was never known to be in the city, nor was it ever known why she ordered the attack.


The New Deal: Slow Decline



The era of rampant and open corruption came to a head in the early 1950s when the Kefauver hearings, Senator Estes Kefauver’s traveling investigation of organized crime in America, came to town. Informants (including the retired Charlie Wall) came forward to make startling accusations of corruption throughout Tampa’s power structure. The hearings were followed by misconduct trials of several local officials and the “unsolved” murders of some of the government informants (including the retired Charlie Wall). The Giovanni power base has by this time been almost completely dismantled. They remained in small numbers in the city and continued to be involved in organized crime, but they would never return to the prominence they had once held.

The University of South Florida was established in 1956, in no small part to the Brujah clan, sparking development in northern Tampa and nearby Temple Terrace. This has been the seat of clan Brujah since that time. The walls of the university bump heads with sprawling slums that surround the university mirroring the duality so often seen in the clan itself, and perhaps because of it.

Suburban growth hollowed Downtown Tampa as business deteriorated. Many industries began to move to outlying areas. In the midst of this, a race riot hit the city on June 11, 1967. The combination of the decline of the cigar industry and the construction of Interstates 4 and 275 further deteriorated historic areas such as Ybor City and West Tampa. During this period the Park Tower (opened in 1973) was the city's only substantial skyscraper (460 feet/36 stories) constructed until the building boom of the 1980s. Urban renewal programs were also on the horizon.

Population growth reflected Tampa's changing fortunes. It grew very slowly in the 1960s to reach 277,714 in 1970. However, further problems in the 1970s lead to the first decline of the city's population in a century, falling to 271,523 in 1980. A big expansion in the size of city came with the development of New Tampa, annexed in 1988. IT is during this time that he city very quietly passed several pieces of legislation that created a vast and sprawling sewer system that runs beneath the city as well as many of the annexed territories. Despite the cost and what critics called ‘wasteful excess for the sake of excrement’ the vote was unanimous on the city council and the mayor signed the bill into law the day it was passed.

In 1972 Tampa and the surrounding municipalities saw the arrival of several gangs, most of whom came in the guise of motor cycle clubs. They initially seemed only to be just another blight on the area that would mainly affect the kine, however, within a few years that would prove to be incorrect. By 1976 heroine becomes a major problem in the area, addicting kindred and kine alike. This would be the first wave of corruption caused by the Priests of Set arriving in the area. Setites had previously passed through the city, peddling their services and wares, before moving on before their welcome had worn out, but this time was different. Only through the persistent efforts of Dieter von Eisenberg , the Sheriff of Tampa were the Followers of Set pushed out of Tampa proper. Unfortunately, they moved no further than the City of St. Petersburg in the adjacent county of Pinellas. The Setites have remained an elusive and persistence problem for the city ever since this time.

With the end of the Second Oil Crisis in 1979, oil began a 20 year decline which quite literal began to fuel the booming financial gains that were the hallmark of the 1980’s. The Tampa Bay area was both blessed and cursed with the influx of wealth and city expansion all though the region created vast sprawls of new business and housing projects which were in use up until the financial crash in the early part of the next century. Several other new developments gripped the nation at this time, namely crack and free-base cocaine and the HIV epidemic begins and spreads rapidly from the large population of intravenous drug users who had developed their habits in the previous decade. The latter to this day has been laid at the feet of the Setites who showed up in the area at that time. Gang violence erupts due to the economics of the drug trade. Numerous petty street gangs consolidate into four opposing criminal organizations: Latinos Real, Deep 6 Mafia, Red Sons and the Totenkopf Brotherhood. Various kindred have worked to establish sway over these groups and have been successful to a greater or lesser extent, but none could claim complete control of any one organization. While lesser street gangs exist through the area, none are as powerful as these four groups and most negotiate some sort of arrangement in order to operate in the territories of the larger gangs.

As the end of the century nears, millennial craze starts to spread amongst the mortal population. Eschatological religious undercurrents began to feed into the ideologies of the apocalyptic movements this reignited the old myths about the coming of Gehenna. These rumors were given credence when creatures known as Thin-Bloods started arriving in the city in moderate numbers. Allowed to stay and take residence in the city as long as they were proven to be loyal to the Camarilla, their population became a problem. Also, being as that many of these creatures were very young and inexperienced, their feeding was sloppy and further exacerbated the issue of dwindling blood supply already taxing the human population.

Also new in the 1990’s were new synthetic drugs worshipped as gods by the jaded youth seeking escape from a steadily worsening world of war, poverty, disease and social injustice. These dead eyed zombies have become the staple population of the area of the city used as The Rack. Many kindred now actively make arrangements to circumnavigate feeding in this area as the likelihood of ingesting some new chemical cocktail coursing through the body of some young club goer is as likely as it is not. This has become the new status quo and things exist this way even to this very night.

The new millennium has been marked with war, economic decline, housing market failure and a rise in the overall crime rate as even the once comfortably middle class in the Tampa Bay area struggling to make the ends meet while the wealthy elite dine on extravagances that would have made kings of old blush in there excess. In the aftermath of the first decade entire neighborhoods have become slums or even worse, almost completely abandoned by the average citizens. Crime and criminals reign supreme and the police have willingly given up the fight in certain parts of the metro area. Urban flight has begun to desolate the inner city's population, leaving the streets to the homeless and downtrodden while the skyscrapers are filed with all brands of the affluent, from the Nuevo-rich to the families with old money and famous names, none of whom have enough interest to look down their noses at those who are serving them, much less to looks at countless miserable untouchables who live in the shadows between their high-rises and their limos. With the exuberance of the millennium passing the world sinks deeper into the darkness of despair.

The one of the most notable arrivals to the Court of Tampa in the first few years on the new millennium was a Ventrue Elder by the name of Eddie Monsoon. In a move that struck the residents of Tampa by surprise was the fact that he purchased the land of a Thai Temple in Riverview. He then proceeded to work to feed the homeless and put them to work. Even though the wages were low, the work was consistent and he provided amenities that allowed the homeless to improve their personal hygiene which provided many of them the opportunity to seek more legitimate employment in the community. His actions were in striking contrast to the methodical and completely utilitarian decision making of Daniel of Kent, the former prince and Ventrue Elder of Tampa; these seemingly philanthropic endeavors was lauded by both the kindred and the kine communities alike in their dealings with his proxies in the mortal world, though rumors persist that there may have been more than a modicum of self-interest behind these seemingly kind actions.


The Last Sabbat Attack


Wednesday, June 20, 2012 the Sabbat attacks Tampa for the second time in less than a century. This time armed with military grade weaponry and showing a complete disregard for the Masquerade. As they had done each and every time that they had entered the bay area, they came by ship. Horrible atrocities manned the vessels, possessing horrible strength and stamina. These creatures of nightmare were as myriad as the twisted dreams of the monsters that had spawned them. Instead of pressing directly into Tampa Bay and making berth inside the bay at one of the ports near the heart of the city, this time they landed in several locations either on the coast the Gulf of Mexico or in the intercostal waterways that run the length of Pinellas County. It is known that one ship made a landing at the old Fort Desoto, another near John’s Pass, further north near downtown Clearwater and up near Honeymoon Island.

Their war ghouls and the throngs on the newly embraced vampires, freshly indoctrinated into the inhumane religion of the Sabbat war-machine swarmed through the cities of Pinellas County, embedding themselves like ticks in the fur of an animal. To this point Pinellas County had been a location where many of the Elders of the city of Tampa had either relocated or maintained additional havens in an attempt to place themselves closer to a higher class of prey; the tourists who frequented the high end hotels and resorts that line the coast and hide the slums and blight that afflicts rest of the areas in that side of the bay. That was the true tragedy of this assault; after more than half a century of relative peace, the Camarilla was unprepared for the attack. Numerous members of the Court of Tampa were taken in the first few nights.

At a gala event hosted by the Keeper of Elysium, Archivist Baltasar Lefebvre, celebrating the Summer Solstice, several members of the Primogen and the Master of Harpies were killed on the first night of the assault as they tried to flee both north and south across the Pinellas Bayway only to find Sabbat waiting on both sides of the small exclusive island community. Lefebvre himself managed to escape the massacre that night, though his two progeny, both of who were being groomed to replace him as Archivist of the library, meet the final death and likely diablerie at the hands of the Sabbat that night.

After this initial assault, which has become known as the ‘Feast of Ashes’ locally, Prince Avery Gunn called all members of the city together in order to prepare an effective defense. Under the direction of the Sheriff, Dieter von Eisenberg, he organized strike teams while the Scourge, a Gangrel by the name of Bleach, arranged scouting parties and helped direct the Camarilla forces to locations where the Sabbat had holed up while they pressed their attack against the domain of Tampa Bay.

The Tremere clan provided advisement as to movements of the enemy and used their particular talents to help obscure the most blatant of the Sabbat’s violation of the Masquerade. However, an active role in the combat was not made by the clan of Warlocks. It is known that one particular Elder Tremere, named Astarot, who posed an unusually creative and perverse mind, had at least one encounters with a roving Sabbat pack and was able to dissuade numerous weak-blooded Sabbat neonates from attacking him with a series of bizarre subconsciously implanted commands.

Another notable aside to the events of that initial night of planning was the arrival of a shaken and emotionally fraught member of the city named Shame. As Eisenberg was giving instructions, mid-sentence, Shame screamed at the top of his lungs, "The streets will run with blood as the penance! Penance due for the crimes of one sibling against the other! I SEE NOT SIBLINGS, BUT TWINS!!! The first touched by divinity has forsaken and turned its back upon the ties of mortal blood and chosen an ancient evil lover and consort!" Shame was summarily dragged from the meeting and chastised for his interruptions. Sadly, while none are truly certain what was meant by his words, that which came in the following nights has proven that this creature possesses some degree of special insight, even if he cannot yet interpret what he sees n these visions.

In the next few weeks, Bleach enlisted the aid of another Gangrel in the city, a new arrival by the name of Johan Magnusson, and a despite a very strong mutual distrust between both of them, Bleach accepted the offer of assistance from a Nosferatu by the name of Wurm and his gang of fellow Anarchs. While the Gangrel patrolled the night skies, catching the Sabbat as they made movements ever closer to Tampa proper, Wurm made use to the warrens maintained by his clan and his advanced knowledge of computers to tap into security systems in suspected Sabbat controlled areas. While other kindred were forced to retreat behind the front lines as day approached Wurm also displayed an uncanny ability to move through enemy controlled territory over periods of multiple days. And so began a slow war of attrition between the two sides that eventually resulted in taking the Camarilla almost to the brink.

Eisenberg mixed teams of kindred from the city by those who could hide the strike teams along with the most capable combatants. The Nosferatu clan by and large as a whole put themselves in this capacity within the various units. This is just as likely to have eyes and ears on all that took place during the conflict as it was a legitimate show of loyalty. Regardless of the intent, the clan has paid a heavy price and the majority of the Nosferatu who resided in the city at that time, including Eisenberg and the entirety of his brood who resided in the city at that time are believed to have perished during the war.

Despite the intelligence collected by the Camarilla and the strikes made on the Sabbat held areas in Pinellas County, their strategies of mass embraces and complete disregard for hiding from humanity had taxed both the physical limits of the residents of the domain and that of their hold over their spheres of mortal influence. The sheer amount of effort expended just to keep the blood-thirsty actions of their Sabbat enemies hidden had stretched the kindred of Tampa to the breaking point.

This, coupled with the fact that the losses of the Camarilla licks were not so easily replaced as those of the Sabbat, meant that the officers of the city were forced to choose less and less desirable members of the city and task them with its defense. One of the of the city members who stepped forward to lead one of Eisenberg’s strike team was a Brujah by the name of Lee Morgan. Lee’s reputation to this day has been colored by the actions attributed to him during this time of war. He was involved in a several attacks against the Sabbat, yet came out of the conflict having gained no recognition for his actions due to the reckless and violent nature of his approach. During this time even the Anarch gang aiding the Camarilla refused to partner with this kindred.

One story that has been passed around after by those that were with him on some of those raids describe how he on one evening early in September, after having cornered the enemy inside of a house, casually set the building on fire even and the Sabbat neonates were begging to surrender. In a separate incident he threw multiple Molotov Cocktails into a building where fellow Camarilla members had entered following a group of the Sabbat that they had on the run. Several city members were injured, including the Brujah Primogen, but none of the Camarilla present met the Final Deaths due to his actions. Lastly, by all accounts his sentimentality strayed heavily towards the mercenary as he would collect the weapons and valuables of fallen enemies and comrades alike when they met their demise with complete callous disregard to the difference between to two sides of the conflict. Things had become desperate by this point and by the first week of September it appeared that once more Tampa seemed to be on the edge of changing hands and becoming a Sabbat Territory.

What happened next is known to very few kindred in the city, even fewer now as several of those who were in the know died in the conflict. What is common knowledge is that the Giovanni clan, who had been relegated to the point of obscurity after the last Sabbat attack, were suddenly in the city in large numbers and in command of dozens of Mafioso heavies and criminals of all stripes heavily armed and prepared to wage an all-out street war with the Sabbat who had firmly taken root on the outer peninsula. Together, with a handful of Anarchs, known as the Corner Copy Conspiracy and the assistance of the Giovanni, the Camarilla was slowly able to push out the Sabbat from the foothold that they had gained in the area. However, the monsters would not go quietly into the night. As a final act of supreme malice, they first located and destroyed the Anarch gang, almost to the last lick, that were aiding the Camarilla. Then, after being pushed back to the barrier islands, to the place where their ships were moored in the intercostal waterways, the Sabbat made one final assault upon the city. They entered the bay and headed up the Hillsborough River to make a final assault on the library that was maintained by Baltasar Lefebvre, the Elder Toreador, Archivist and Keeper of Elysium, which was housed in the upper levels of the Rivergate Tower building. A jewel of the city that Lefebvre, an architect in his own right, had spent considerable time and effort to build in order to house a growing library of Kindred lore and legend.

This building was believed to be off the radar for the attacking Sabbat horde and therefore had become the de facto HQ for the war efforts to repel them from the area. Whether it was from a tortured captive that they had taken at some point who gave up the information or if it was some sort of treachery is not known, however, on September 16th they led their remaining forces against the location in a full-scale, all-or-nothing attack. Nearly all of the Camarilla members of the city, who were not in hiding, were in the library that night and the assault began. It has been noted that curiously, there were none of their allied Giovanni compatriots present at the time of the attack, a fact that many find a bit to intriguing to give up to coincidence. When the Sabbat made their move it was a surprise two pronged attack. First, they breached the security and killed the guards on the bottom floor and began moving from floor to floor killing any mortals that they found. As the assembled kindred prepared to receive the swarm of ravening Sabbat making their way through the stairwells, elevators and even the ventilation, pacts were made and several final testaments were created as well as disclosures made to the Archivist about information that they wanted to ensure survived even if they did not. To the shock of many that were present, Lefebvre pulled aside Ubento Ungonquey, an uncommonly bookish member of clan Brujah, and the two shared a long private moment as the rest of those present tried to fortify the doors to the lobby level of the library on the 18th floor of the Rivergate building. The exchange was silent and Ubento has never discussed precisely what was discussed with the former Archivist in their telepathic exchange.

The room was silent as the Camarilla court waited for the Sabbat to begin trying to breach the doors of the library from the sitting room where both the stair and elevator access was located. The cities Gangrel, in the form of beasts, a large cat, a bear and wolf, were interspersed between the other licks carrying all manner of weaponry, one and all prepared to defend the Prince and make a final stand against their hated enemy. However, the Sabbat is nothing if not deceptive. As the city stood together silently, preparing for what might be their end, suddenly the windows silently burst inward and figures dressed all in black paramilitary style uniforms swung into the room on ropes. As they entered the library, what had been the silence of apprehension was transformed into the silence of death.

Suddenly the room went black and all those without the ability to see through the abyssal darkness were cast into monetary chaos. Within seconds, the darkness was gone and so were Prince Avery Gunn and his brood mate, Dylan the Seneschal. The assembled kindred had just enough time to take note of their missing officers before the doors to library began to shudder loudly and violently as the other Sabbat force made their move to breach the Camarilla’s defenses. Then suddenly, there was shooting coming from the other sides of the reinforced doors.

The gathered members of the Camarilla looked back and forth at one another in confusion and surprise before one city member had the wits to use their powers of auspex to peer onto the other side of the doors. Moments later, as this loyal kindred sat back up from the position of repose from which it has released its consciousness to survey what was happening, it was announced that the Giovanni had arrived and had managed to push the majority of the Sabbat attackers into the library’s lobby, however, they were taking heavy losses at the hand of the wretched monsters of the Sabbat.

While the majority of the kindred rallied and began to tear free the reinforcements in order to join with the Giovanni forces to route the remaining enemies, the Gangrel known Johan transformed into the form of a large bird of prey and took to wing through the broken windows. A few briefly decried his cowardice, as they threw themselves into the breach, hell-bent on removing the last of their hated foes from their city.

The battle was over in a matter of minutes with the Sabbat either being destroyed, or a few of the more powerful vampires using their considerable vampiric powers to aid in their escape. Sadly, in the course of the battle both Elder Archivist Baltasar Lefebvre and Sheriff Dieter von Eisenberg met their final death as did the Deputy Scourge, Griswold of clan Gangrel. As the chaos subsided, within a matter of 10 minutes from the initial outbreak of violence, the sound of Eisenberg’s cellular phone vibrating in his ash covered jacket could be heard. The Brujah, Lee Morgan, reached into the jacket and pulled out the phone exclaiming in a strong southern accent, “What do we have in here for daddy tonight?”

At this point Primogen Brute’ snatched the phone from his clan mate’s hand and answered it. On the phone was Johan Magnusson, the Gangrel who had apparently fled the final confrontation with the Sabbat. He quickly explained that the individuals who had taken the Prince and the Seneschal had rappelled down the remaining 17 floors of the Rivergate building and then departed on a small sail boat that was headed back out of the mouth of Hillsborough River.

As this information was communicated to all those present in the smoking remains of the library lobby the Giovanni family once more came forward with aid just at the right time. They dialed up their own ghouls and ordered them to sink the vessel by any means necessary; which in this case meant ramming the Sabbat schooner with the Giovanni’s cigarette boat. As the boats sank beneath the waves both the Sabbat members piloting the vessel and their staked captives vanished into the dark waters of the bay.

It took almost another two weeks for the combined forces of the Camarilla and the Giovanni to track down the location where the Sabbat had taken Prince Gunn and his brood mate Dylan. When they were located it was discovered that the Sabbat had departed days before and that the Prince and the Seneschal were not the same as they were before they were taken; they had been changed, their bodies modified by the fouls powers of one of the Sabbat clans. They were now nearly identical in physical appearance and it seemed that their minds had been twisted as well. It would take weeks before they were able to again even begin to articulate the horrors that their captors had visited upon them during their captivity.


The Remnants


By the last few weeks of October of 2012, both of the Malkavian elders were more or less back to a functional level and able to return to their offices again, though the psychological scars from their mental manipulation are almost certainly deeper than the of the manipulation of their flesh. They ceased to react to one another as separate entities, or even for one to acknowledge the existence of the other.

This was the last event of that proportion to have occurred in the Tampa Bay area. As the city rebuilt, and new officers were appointed to replace those who had fallen, the areas in Pinellas County were largely abandoned by the Camarilla. The area granted in a formal fashion to the Giovanni clan for their aid in the last Sabbat attack. This agreement which replaced the ‘Cigar Treaty’ became known as the ‘Pax Gemini’ for the peace that was brought between the local Camarilla and the Giovanni groups by their collaborative rescue of the twins. However, this treaty was destined to fail.

Over the last several years the Camarilla has focused on rebuilding the city of Tampa proper had mostly abandoned Pinellas county to the Giovanni, to whom they have granted the autonomy to operate freely as part of the Pax Gemini. Without announcing their intentions, the Giovanni who once occupied the area simply vanished. Whether it was to a threat or if they simply slipped out of the city is a topic of debate. What is undisputed is that other than a few Gangrel who resided in the coastal areas of greater Pinellas, it was considered to be mostly abandoned until a group of Anarchs, known as the J-Walkers, claimed the entirety of the peninsula as their territory, enraging the then Prince Archer Thorne, and setting off a turf war with a hitherto unknown population of Setites. This was resolved when the Anarchs, Giovanni, and Setites, found peace through a power sharing arrangement they called the Pinellas Triumvirate.

While the others have been building strength since the last war with the Sabbat, for the Camarilla it has been a slow death inflicted through a thousand cuts, from small Sabbat incursions, lupines encroaching on the city, one of its princes assassinated at a conclave, a rogue elder attempting to wrest control of the city from its current inhabitants, and a myriad of other strangeness, the city has been brought to a knee and many of its residents killed or fled.

The kindred of the city are left with few resources and a seemingly endlessly diminishing population. It is as if all of creation conspires to erase the Camarilla presence from the city of Tampa. The remnants of this domain seek to find a way to turn the tide and create some sort of normalcy from the chaos of recent nights. Or as close to normal as inhuman monsters of the night can hope to find in the depths of the long night.


The Camarilla:

You won. Or so you thought. Then came trouble upon trouble, a more cagey and well organized Sabbat, internal conflict, rogue members of the sect, and many other ills. Now, with Shame taking praxis, it seems as though everyone is just waiting for the other shoe to drop. Can the unlikeliest of princes end up restoring stability to this troubled domain?

The Giovanni:

There once was an agreement that stated you were to guard all of St. Petersburg and not let a single Sabbat in this domain. In exchange, the stricture limiting the Giovanni to a single representative in the domain was lifted. When they were victorious, to the surprise of all, the Camarilla were true to their word and made good on their promises. Giovanni are allowed St. Petersburg to maintain in all but actual ownership, so long as they continue to pay their dues and make their talents available in the rare instances that they are needed.

Unfortunately, that agreement was not honored. The Giovanni, fearing for their well-being and unwilling to be the bulwark against the Sabbat that the Camarilla wanted, fled the city. It was later inhabited by the Anarchs and a new deal was struck with them.

The Anarchs:

The Anarchs were carefully pushed against the last Sabbat invasion so as to have functioned as expendable assets. So expendable, in fact, that they were practically wiped out. However, a new gang of Anarchs known as 'The J-Walkers' have recently arrived and settled into what was formerly Giovanni territory.


The Followers of Set:

The Setites have maintained a very cautious position in the area of St. Petersburg and southern Pinellas County for quite some time. Only now as Anarchs have moved into the area and started a turf war with them have they made their presence known to the Camarilla in neighboring Tampa. After the initial conflict, the Followers of Set have thrown in their lot with the Anarchs and GIovanni. How long this peace will last remains to be seen.

Notable Places:

Known Haunts: Areas where the restless dead are known to appear. A number of localities, centered around the performing arts mostly, dot the Bay Area.

The Rack consists of a stretch of of territory in the city of Tampa that extends from Nebraska Blvd. to 40th St. and from I-4 to Adamo Drive.

It should be noted that the Bayshore Royal (2109 Bayshore Blvd, Tampa, FL 33606) is where House Gunn entertains and provides accommodations for it's guests. It lies at the end of the Venture stretch of territory but is under the control of House Gunn.

Feeding Territories:

If you feed in a clan’s territory their Primogen and Whip may make an Investigation challenge against the transgressor with a Wild Card (Familiarity) bonus equal to the number of months they have held the position (maximum +10), with victory providing evidence linking the perpetrator to the crime. The Prince and Seneschal may do this to anyone. This is in addition to the rules for 'Patrolling' found on page 308 of the BNS rule book.

The Scourge:

The Scourge may make an Investigation challenge with a Wild Card (Familiarity) bonus equal to the number of months they have held the position (maximum +10) against anyone who breaches the domain of the Praxis holder or feeds outside of the rack (with the exception of a character who feeds in their own clan's feeding territory). A domain Breach is considered to be anyone who enters the domain and stays for a twenty four hour period without contacting their Primogen, Prince or Seneschal, or immediately if they feed in the city before such an introduction. The Scourge may make an Investigation challenge against the transgressor with a Wild Card (Familiarity) bonus equal to the number of months they have held the position (maximum +10), with victory providing evidence linking the perpetrator to the crime. This is in addition to the rules for 'Patrolling' found on page 308 of the BNS rule book.

Proxy rules:

To affect the venue, you must be within the venue’s boundaries. Exceptions are with influence and previous effects done while within limits.

Travel Risks:

This is standard and will fluctuate based upon the stories in play for travelling to the Camarilla held Territory.
